It needs to be fully charged and it works better when opponent is on the ground, so you can push people to the ledge with it.

When someone is recovering, it stops their momentum and messes up the direction of their recovery moves, which is nice.

I personally use it to make Mario heavier to short hop slightly better (this can be proven wrong haven't done enough testing on it). i don't really care to redirect the opponents recovery, if necessary i will do that, mainly on Ness (cuz cape doesn't stop it once it starts).

The F.L.U.D.D. pack causes you to fall slightly faster, but the difference is relatively insignificant.
