I've seen sets of Luigi vs. Marth and Doc vs. Marth. In one of those sets was the Marth player standing still and it was only working because the Luigi player was extremely inexperienced and was doing nothing but approaching with wavedash>downsmash.
What can they threaten Marth with? Nair? He can easily outspace it. Bair? You get the most reach but still you can't force your way in.

There is a reason his sword range has been repeatingly nerfed. It can be extremely overbearing to get around. And Melee is that to the extreme.

Brawl is sort of that as well, but not nearly as bad.

Smash 4 is the easiest but that is also due to the fact every good character in Brawl was nerfed into the ground, and then buffed later.

It's called "Not approaching mindlessly". Yes, if you're acting like a robot and doing nothing but approaching with wavesmashes then Marth doesn't have to move at all of beat you. Yet you'll notice that no experienced Luigi or Doc main does that because it doesn't work. Wavedash forward to bait>wavedash back>wavedash forward>dsmash is a basic bait that Luigi can do and Doc has a decent enough wavedash that he can employ similar tactics. Granted, Dr. Mario does have a bad matchup against Marth but it's by no means uncloseable.

You're acting like Marth is some sort of unbeatable force in Melee which isn't even close to the truth. Short hop double-fair also isn't nearly as effective of a wall as you make it out to be. It's still a good wall but you're talking as if it's unpunishable which is not true at all. Fair might be a good zoning tool and a great combo starter and extender but it's by no means infallible, like every move; using it carelessly or excessively will not end well for you if you're against an opponent who knows how to exploit predictable opponents.

Marth's range in Melee might be one of the primary reasons why he's so good but that does not mean his range is broken by any means. He lacks a sex kick of any kind so aerial approaches are usually out of the question for Marth and most of his moves are very laggy compared to other top tiers meaning that while Marth has a great punish game on everyone when his attacks are spaced properly he's also punished very hard himself if he whiffs an attack.
