Earthworm Jim and Peter Puppy (not in monster form) on Jim's pocket rocket. You can also see Jim's gun here.

Peter Puppy in monster form.

A picture of Jim and Snot.

Why include him?
Earthworm Jim featured in two really strange but really good SNES games. A totally forgettable N64 game (I think?) and 2 seasons of a pretty fun cartoon. He would defo be an outsider on the roster. But he has the cool factor, some pretty decent moves and many old SNES players remember him and still like him.

Play Style
Jim would be a mid weight character. Gets knocked around a little but not as much as a light weight. He is pretty agile, has some decent A and B moves, can use himself as a whip and to glide. Jim is basically a worm in a special suit. The head part in the suit is all of Jim but for SSB purposes we will classify Jim in the suit as the character.

Move Set
I will just write a basic move set now. If you want me to make GIFs of them feel free to let me know and I'll do the best I can.

A
Jim does a basic punch.

Left + A or Right + A
Jim uses his head as a whip to hit the enemies

Smash + A
Very short ranged Plasma shot from his gun. (Think the plasma shot from the EJW1 game SNES). Short range because it's only an A move.

Up + A
Helicopter head. Jim spins his head around like the blades of a helicopter allowing him to glide slowly down to the ground.

Down + A
Slide kick

Left + A or Right + A while in the air
Snot (a character in the EJW series) lives in Jim's backpack). And he shoots out of the backpack for a second diagonally across for a melee move.

B
Jim attacks with his little red gun. It works like a little machine gun. Spamming B to keep firing. Jim can't move while firing the gun though. This is pretty long range but pretty weak. Also I would also the knock back from this would be small or non existent. Would have to balance that.

Left + B or Right + B
Bubble gun. Short range and does no damage but anyone hit by the bubbles are stunned for a few seconds.

Up + B
Pulls a rocket out of his pocket and uses it to launch himself into the air. This is his recovery move too.

Down + B
A cow drops from the sky damaging anything it hits with a satisfying moo.

Throw
Jim uses his worm head to get extra reach to latch on to people and bring them closer to grab them.

Block
Jim's arms (on the super suit of cause, worms have no arms) create a shield to protect him.

Super special ability from Smash Ball
Peter Puppy appears on screen follows random characters (basically getting in their way a lot). The first person to hit Peter Puppy in any way at all turns him into a monster to pretty much kick the crap out of whoever hit him. (Yes you can use this defensively to get another player to hit Peter. Even 1% damage to Peter will trigger monster Peter.

Taunt
Jim stands still for a second and screams out catch phrases like "Eat Dirt" and others.

Possible stages
Anything is possible here but my favourites would be Evil the Cat's red world or Level ate or New Junk City. Level Ate is a world where the sun is a fried egg, the floor is bacon and salt shakers try to kill you.

Let me be the first to congratulate you for choosing an awesome character, and giving him a very nice moveset. :D

Earthworm Jim is awesome. I wish he was 1st party because he would be really cool to play as.

I would've made his fully charged Smash Forward move his Plasma Gun (which is kinda short ranged, but really powerful)

And love that Final Smash. :D

Thanks a lot, appreciate the feedback.
And I have slightly edited the moveset above taking into account your opinions and made changes based on them. I think that plugs some of the holes in the moveset.

Cool character and his games are some of the most hardcore ones that you can get from the SNES.

Nobody seems to understand that Earthworm Jim made a cameo in a Nintendo game, alongside Sonic.

Can't put up a picture of it, but in the original Donkey Kong Country 2 (NOT the GBA version), they had Cranky's Video Game Heroes, where Mario, Link and Yoshi had collected a certain amount of coins. Your job was to make Diddy and Dixie #1 by collecting a lot of DK Coins. However, when you talk to Cranky about it, there's a garbage can on the "results screen" that has Sonic's shoes and Earthworm Jim's blaster laying next to it alongside a sign that said "No-Hopers".

So, Nintendo acknowledges Earthworm Jim in the past, not so much currently. We see Sonic buddy with Mario now, so it's not too far off.

I'm a supporter.

I was orignally gonna make a Jim thread, but I thought he was too unlikely for him to make a thread.
I think he would be a cool expressive character to have in Smash Bros.

A quick image search found the screen you are talking about. I knew instantly what screen you were talking about but I didn't want to go through the whole game just to get a screenshot of that.

The big barrier to including Jim?
http://www.sega-16.com/2005/09/history-of-earthworm-jim/
In 2002 Infogames (Now Atari) acquired Shiny Entertainment from Interplay, and at some later date Interplay and all the licences it had acquired became the property of Titus. No information about who owns the licence now is known.
Getting permission to use Jim when no one really knows who to ask for permission is the tough part. Crack that riddle and we would easily have Jim in the game.

Also added your supporter status.

I think it's not that complicated. It's just that Interplay who's in current ownership/partial ownership, is kinda broke as hell.

Or at least that's what I got from my investigating on the matter. Still, there's been talk about a new Earthworm Jim game, and how the creator asked the fans wether it should be called Earth Worm Jim 3, Earth Worm Jim 4, 4ever, or to come up with their own suggestions for it.

In any case, the guy apparently is coming back (source, the creator's Facebook page... but I've been looking for it and I can't find it).

Earthworm Jim, Shantae, Quote, Maxwell and Professor Layton are the 5 I like to call, "The 5 Third-Parties I'd love to see happen in a Super Smash Bros. game but will probably never happen". Either way, I'd absolutely buy a Wii U just for Earthworm Jim and Mega Man.

Pretty unlikely, but I've always liked the character.

You can include that he was playable fighter in clayfighter 63 1/3. I haven't played it in over a decade, but maybe there could be some moveset ideas from it.

I'm pretty okay with this guy. Great moveset, by the way. I guess you can count me in.

Jim is in Legal Limbo these days. His creator can't do anything with him if he wanted to and the people who currently own him don't seem interested in using him.

Jim is an awesome character and has some fun games. I've had a few friends say that their favorite moments in video gaming were from the earth worm jim series.

You wouldn't see me complain if he got in the game. Just I don't see why he would be important to Nintendo. Earth Worm Jim was more popular with Sega fans, at that point you'd be more likely to see another Sonic character than Earth Worm Jim in Smash.

Huh, Surprised no one made a thread for this yet.

Didn't Earthworm Jim also have a gameboy or gameboy advance game? You could add that to the list as well. He was also in one of those Clay Fighter games too. Pretty good moveset you came up with too.

Jim's a classic. Support him all the way.
The bizarre moves of his games would fit right in smash. And your moveset is great,
Genesis versions may have had better music, but playing SNES Jim is the way to go. He's still got enough fans I think.

Kinda sad he disappeared. No offense to Rayman, but he's always been a little bit cliché 90's to me. Where as Jim is more timeless and deserves to be resurrected in a new game a little more.
