Here because he's one of 6 legal dragons. Has a scarf to fire off u-turn vs. unfavorable matchups and to give a chance at revenging DDGyara and Mence.

Neutrality to ice is huuuuuuuuge on this team, I have to play it for all it's worth. Defensive rest-talking means it can sponge special hits alright (minus dragon stuff which nobody on this team can really take anyway...)

Altaria desperately tries to be useful by running a subroost toxic stall set. Pretty run-of-the-mill, moltres does it better, yadda yadda. could go for max hp/speed, but these defenses are still pretty nice and it would be a shame to waste them, and it helps him deal with the bulky waters he'll be using toxic on.

Salamence (F) @ Leftovers
Ability: Intimidate
EVs: 248 HP/184 Def/76 Spd

A physically bulky dancing set. Roost helps with its bulk, EQ+Dragon Claw give it safe coverage moves to use. Switching in on physical attacks gives this guy opportunities to set up as long as they don't carry an ice move, and it can even survive weaker ice moves. A salamence switching in on rocks after a sacrifice will always survive a scarfed jirachi's ice punch assuming there is no harmful weather, allowing me to either DD again then begin to roost back up to fuller health. Scarfed latias are on the wane as scarftar surges up to take its place, which means this mence is a bit safer than you'd expect as long as i steer clear of bulky waters.

Timid nature (+Spd, -Atk)

This team needs screens to have any chance to work, plain and simple. Latias is the best option.

Make Mence a 252/252 spread and let Nite be the bulky DD'er instead.
Scarfgon lead is surprisingly legit, I tried it before.
Latias might serve you better as a straight-up attacker; lots of offense teams function well without screens.
And, of course, Scarfrachi >>>>> Altaria, but if that defeats the idea of the team in your mind then leave it.

I agree that nite as a bulky DD'er would also work well but because of different lures and mence's intimidate I feel like subpunch works better both to scout threats and prevent status which would totally ruin this team. Also latias as an attacker would work but I still feel like that this team will still just get smacked too hard by x2 and x4 moves without screens up and that latias' usefulness is limited without a way to effectively deal with scarftar. A sub+3 attacks set could work on lati just because there isn't really a defensive framework to work with and sub would force tyranitar to lock itself into an attack.

DD defeats the point of having Ice Shard and limits its tanking ability.
