As far as I know, and like I said I'm no expert, Uub was never able to change form. Buu and Cell changed form A LOT though. Y'know how? By absorbing other competitors and gaining their powers. GAINING THEIR POWERS! Uub does not, in any way, fit the role that he was given. Uub is also a rather obscure character that would be a hell of a safe claim because most people forget he even exists. Anyone. Any Dragon Ball lover. Tell me I'm wrong.
