The Prince of the Pufftop Kingdom, Starfy for Smash!
Made by Poyofii
What game is he from and who is he?
Starfy is the main protagonist of all 5 games of The Legendary Starfy series, all of which are developed by Tose, and published by Nintendo. Starfy is the carefree, friendly prince of the Pufftop Kingdom. He likes to go on adventures to solve other people's problems with his best friend Moe and his sister Starly. Starfy is also very forgetful, as he has to relearn his moves after ever game but almost always has a smile on his face.
Starfy was originally supposed to show up for the Game Boy Color in the year 2000. While the game was cancelled, he would make his official debut in a game of the same name called "Densetsu no Stafy" for the Game Boy Advance, a Japanese exclusive, only two years after.
He would appear in 3 more Japan-exclusive games (2 more for the GBA, and one for the DS), before heading overseas for the first time in 2009 to North America and Australia, for the DS game "The Legendary Starfy". Unfortunately this has been his last official game to date.
Outside of his official series, Starfy has made appearances in both Super Smash Bros. Brawl, and Super Smash Bros. 4, as an Assist Trophy; as well as Super Mario Maker, as a playable sprite. He also appears on a poster in Yoshi's Theatre in the game Mario and Luigi: Superstar Saga.
Starfy also has a manga series based on the official games, published on CoroCoro comics.

Jab: Starfy does a quick star spin. This has a suction effect and virtually no end lag, allowing for it to be done in quick succession to rack up damage quickly.
Dash: Starfy starts running and falls flat on his face, skidding into foes.
Dash: Starfy starts running and falls flat on his face, skidding into foes.
Up Tilt: Starfy leaps in the air and spins.
Side Tilt: Starfy extends his arms outward and slaps the foe twice. Low range, decent knock back.
Down Tilt: Starfy crouches and slaps in front of him with his forelimbs.
Up Smash: A geyser erupts underneath Starfy, launching him upwards into foes.
Side Smash: Starfy performs the Ultra Star Spin and corkscrews forward a bit.
Down Smash: Starfy takes a nod from Starly and performs the Low Spin.
Neutral Aerial: Starfy performs an aerial star spin that acts like his jab, similar to Mega Man.
Forward Aerial: Starfy does a midair cartwheel that hits multiple times.
Backward Aerial: Starfy flops backwards and smacks the foe with a pork cutlet.
Up Aerial: Starfy waves, similarly to Peach's, but hits twice.
Down Aerial: Starfy performs the Shooting Star, rocketing downwards. If it hits, Starfy regains a jump. If not, Starfy SD's.
Pummel: Starfy grabs, then playfully slaps the opponent.
Forward Throw: Starfy does a Super Star Spin and knocks foes forward.
Up Throw: Similar to Mario's BThrow, Starfy spins around and tosses foes up.
Back Throw: Starfy suplexes the foe.
Down Throw: Starfy jumps and body slams onto the opponent.
Neutral Special: Monstar - Starfy quickly dons the Monstar suit and launches three Starfy-sized fireballs at the foe.
Side Special: Starpedo - Starfy dons the Starpedo suit and dashes forward with a giant icicle to impale foes. Useful for recovery and combo continuation, as there's virtually no end lag.
Up Special: Starfright - Starfy dons the Starfright suit and gets momentary freeflight. Pressing the attack button while flying releases up to three will-o-wisps that linger and damage foes.
Down Special: Roostar - Starfy dons the Roostar suit and can charge up a Big Bug-Awwk, which creates a sonic circle around Starfy briefly. Foes within the circle are damaged, but those on the outside are pushed far away by the sound wave. Useful for edge guarding.
Final Smash: Legendary Starfy - Starfy goes super saiyan and flies into space. With all his might, he pushes the moon, knocking it out of orbit and slamming it into the foe.
Play style: Starfy's moves have little lag, but are weak. However, he is a versatile combo character with great air game, up there with Ryu as far as combo ability, allowing for most of his damage to be done through short range combos. As an added mechanic, Starfy can hold the jump button to glide back to the stage, done similarly to Peach's parasol floating after using her Up Special. Starfy's main drawback is that he is among the lightest characters in the game.

Starfy grabs with his hands.
Pummel: Starfy slaps the opponent, first fronthand then backhand.

DAir: Starfy rides on Sukebon who shoots downward and spins, damaging opponents.
Specials:
Neutral: Ultra Star Spin: Starfy spins in a circle, kind of like what he does as an AT but much, much stronger. If you mash the button, Starfy will spin for longer.
Side: Shooting Star: Starfy blasts forward and can spear through enemies.
Up: Spin Jump: Starfy spins in the air, boosting him upward.
Down: Powerful Spin: Starfy brings out Moe and swings him around, causing opponents to go flying.
Final Smash:
Transform: Starfy goes into a little animation that powers him up for 30 seconds. In that time, all of Starfy's special moves are changed. Starfy also wears his costumes for his specials.
Neutral: Monstar: Starfy uses the ability Spicy Belly which gives Starfy fire breathing powers. He can move while using this move. You can charge this move to fire a fireball that can launch opponents.
Side: Starpedo: Starfy uses the ability Icy Spike in which Starfy dashes at his opponent with a giant spear/horn-like block of ice on his head.
Up: Starfright: Starfy gains the power to fly upwards as a ghost for a period of time. Small flames surround you that can set opponents on fire. Starfy can also use the ability Vanish to go throw solid objects.
Down: Roostar: Starfy uses the ability Bugawk which causes a widespread sound wave to harm foes.
Entrance:
Starfy jumps out of a cauldron like his level warp cauldron.
Air Speed 7/10: Starfy has great air speed, almost like he's moving through water.
Size 3/10: Starfy is Pikachu's height.

Starfy jumps out of a cauldron like his level warp cauldron.
Wall Jump: No
Wall Cling: No
Crawl: No
Crouch Animation
Walk Animation
Dash Animation and Jump Animation
Jab: Starfy slaps right and left then does a multi hit spin while moving forward. Each slap does 2.5% every hit of the spin (4) does 1.5%.
Dash Attack: Snowball
Starfy rolls into a snowball. What makes this attack unique is that, the longer you hold the attack, the longer the snowball accumulates, and the bigger/more powerful it gets. After crashing into an opponent, Starfy gets sent back 3/4 of the way where he started, even on shields! Attack starts at 5% but can grow to a total of 20% if fully 'charged'.
Ftilt: Strong Slap- Starfy keeps his pimp hand strong with a strong slap across his body. Watch out ho's! Does 8%.
Dtilt: Belly Flop- Starfy quickly slams on his belly. If combined with a perfect pivot or wave dash (whatever excess movement options the director chooses to implement) Starfy will slide a significant way to replicate the Duck and Slide! Does 8% and knocks back at a zero angle.
Utilt: Jumping headbutt- Starfy does a mini jump and headbutts in the air. Remember Peach's old utilt? That one. Does 11% with fixed knockback that's good for comboing.
USmash: Mighty/Ultra Star Spin-
Starfy quickly jumps in the air and delivers a powerful spin attack. Animation similar to Olimar's Utilt. Starfy delivers one quick, powerful blow that sends opponents flying. Does 15-20%.
FSmash- Powerful Spin
Starfy pulls Moe out of hammerspace, and swings him around for one really powerful blow. If charged fully, he'll swing him around twice. Attack has a lot of disjoint and does 17-24%.
Dsmash- Headspin
Starfy quickly spins on his head. Not a great attack, small hitbox, only decent startup with worse than average endlag, but sends opponents flying on across his body at the opposite angle from which the attack hit. Think Peach's old DSmash for reference. 12-17%
Nair- Spin
Not Star Spin, but more like Ivy's Nair from Brawl. Multi-hit attack (4 total). 1.75% each.
Fair- Fire Breath
In the games with some help, Starfy can breathe fire. This attack, while not involving the Monstar transformation, will allow Starfy to breathe fire. Think Charizard's old Fair with the momentum change and everything! Does 10%.
Bair- Lay Kick (Working title)
I know it's a stupid name, but Starfy does the old Snake Bair (that WFT stole). Starfy continues the trend by stealing it from her. Does 11% when sweetspotted, 7% sour.
Uair- Balloon
A Balloon appears above Starfy and he starts pooping fire. Small momentum change up, fixed knochback, good for juggling, and setups. 5% at balloon 12% spike at explosive diarrhea.
Dair- Shooting Star
Starfy plows into the ground at full speed with this attack. Exactly like Corn's, Starfy's is a multi-hit stall-then-fall attack. Does 3% each hit and 5% on the final hit. Can suicide.
Neutral special- Star Spin
You know that dopey attack Starfy's AT representation does? That's Star Spin. This time, it won't suck. Star Spin can go into a multitude of directions 8 to be exact with the slightest input. He can also just spin in place.
It's no longer a multi-hit attack, now, it's just one hit with good, fixed knockback. The knockback will always ricochet exactly the opposite direction Starfy hits. Starfy also ricochets back after completing the hit.
Star spin has three 'levels' depending on how hard you mash, but don't mash too hard or else Starfy will get dizzy and be rendered unusable for around 120 frames.
Star Spin starts at frame 3 so it's a real quick option to get out of tight spaces. Level 3 also reflects projectiles under 15% so if take advantage. Star Spin does 8% lvl 1, 10% lvl 2, and 15% lvl 3.
Up Special- Surf Jump
Squirtle's old up B, slighlty based on the water currents in the Starfy games, and the ability 'Surf Jump'. Multi hit attack, does 11%.
Side Special- Turbo Swim
Starfy bursts sideways and swims through the air. Like Bayonetta's side b, but with more vertical movement, slower, and doesn't actually have a ht box. Use this for recovering or combine it with an aerial or Star Spin to attack. Can be cancelled with a jump. If double tapped Starfy will glide, which lasts longer thus going further. Can only be used once until jumps are refreshed.
Down Special- Water Sprout
Not from the games, an original idea (from me) just liked it so much I couldn't pass it up. Starfy quickly spins forwards and leaves a water sprout in it's place. If caught in the area, the opponents gets sent flying upwards much like the tornado from the Hyrule Castle stage in a fixed knockback with high hitstun. Great for combos. Multi-hit attack, does 11%.
I don't do throws, someone can fill those in for me. In fact, I'd like for this tiny little support group to combine ideas to make an ideal Starfy move set. Maybe discuss an attack a day or something idk, could be fun.

Arguments
-Starfy isn't popular:
Yeah you're probably right, that's why we need your help.
-Starfy is irrelevant/not important:
This is partially true, Starfy's last game came out 9 years ago, and he was last referenced in Super Mario Maker. Still, Starfy is one of only 3 characters to be the main protagonist of at least 5 games, and not be in Smash (the other 2 are Paper Mario, and Chibi Robo). Starfy was a very important character in his time, and with over 1.5 million in lifetime sales, Starfy has made enough of an impact to be considered important.
-All he does is spin/is too weak:
First off, yeah he spins, he spins a lot, but go check the movesets posted he does a lot more.
Secondly weak? WEAK? Let me ask you something do you think your boy DK could survive an encounter with a black hole? Doubtful, but in the Japanese exclusive games Starfy did. Yeah, the main villain, Ogura, could spit 'em out like they were nothing, and it only hurts Starfy a little bit. Everyone else would be ripped apart piece by piece, but the 'weakling' Starfy just got a little scraps. But he's weak right? Haha I thought not, but if you're still not convinced lemme ask you another thing. How many Moons do you think you can push? Probably none right? Me neither, but guess how many Starfy can move. One, and all he needed was the power of friendship. Link needed Giants, just sayin'.
Point is, don't let his looks (or Assist Trophy) fool you he's one tough mother.
-He's been replaced by Luma/Luma does everything Starfy can do:
I don't even know where this comes from. Because they're both stars? Please take a look at some of the movesets provided. Luma doesn't swim, Luma doesn't transform, Luma's movements are basic, and while some of it can be used for Starfy's standard attacks it's in no way taking everything Starfy can do.
