In North Dakota, there tends to not be a rule against ledge stalling. The only time anyone's ever been disqualified for it was because he was purposely trying to get kicked, rather than losing a match.

Well, STALLING is banned. Regrabbing the ledge a few times is perfectly fine, but over a period of a minute or more would then be considered stalling (unless there is a specific tactical reason like transforming stages to account for). But I've never been to any tourneys where that has been an issue.

Excessive Stalling in such a way the opponent can't approach you is banned in Australia (like, somehow hiding under the stage or something dumb, Peach wallbomber, etc).

But Planking is something we've never really addressed.

I ban planking for the sake of banning it in my State (Queensland), don't know about the rest of Australia though.

I guess Ohio would basically be split into two sections. I've never seen cincy, springfield, or ouga ban planking O_o (especially not cincy haha) I don't know about the other areas of Ohio, though, columbus, cleveland, etc. I know Seasons Beatings has a ledge grab rule, though as far as I know it's the first time I've seen it in an ohio tournament.

Yeah, you're right.

GtaN TO's generally put limitations/bans on excessive stalling, but we're an awesome region, so it's never been actually enforced resulting in a disqualification.

So yeah, I suppose we do ban excessive planking/ ledge stalling.

In houston, our TO puts a 55 ledge grab limit rule for Metaknight players. (whenever we have meta legal tournies)

The rulesests of French tournaments just read "stalling is banned".
I know that planking is banned, but there is no other specific rule. As far as I know, stalling has never been an issue during a French tournament.
I couldn't give much more percisions, as I'm a Melee player and host and I don't really follow what's going on in the Brawl scene.

Also among the countries you listed for Europe, many of them don't have a smash scene. For instance, everything located from Germany/Austria isn't active.
In the following list, bolded countries don't have a smash scene and you won't have any information about rulesets over there.
