I don't think the sheilds would suit better by changing entirely, but only changing the stance of the character in the shield instead.

If the shields would change, wouldn't there be a shield tier list? O.O

It's sort of like saying there would be a down tilt tier list. Shielding would be nice to have individualized just like every other move.
