There are two ways to look at this:
1. Level 5 of Classic Mode is the Kirby level, similar to Zelda Level 1 and Pokemon Level 3. The type of match is you and 2 Kirby characters vs 1 Giant Kirby Character. In this case, Dedede is a starter since you would need 3 Kirby characters for this stage. I suppose you could have 2 Kirby's or 2 Metaknights, but I don't think they would do that.
OR
2. Level 5 of Classic Mode is simply you and two allies vs 1 giant character, and the Kirby characters were just shown in the screenshot. Similar to Melee, unlocked characters appear in the Classic Mode levels. I think the first one makes sense since it was stated that some of the levels are going to be dedicated to a specific franchise.
Was there ever even a debate of whether or not Dedede was unlockable? If all the characters revealed thusfar are starters (with the exception of Snake and maybe Sonic), we are going to have a huge roster.
