I'm one of the fastest runners of the game, but have piss poor traction. My attack power and attack speed is terrible, and I'd probably be bottom tier. I can jump high and fall slowly. My forward tilt is me throwing random ****, from books to games to pencils to rocks to balls. All my otheer standards are pathetically wimpy fisticuffs.

Down B: Refreshments. I pull out food that heals me. The item that's pulled out depends on how long you hold the button down, with the later items obviously healing more.

Neutral B: Electric guitar. Each tap of the B button creates a shockwave, but it has to be timed properly. Timing it wrong results in the strings breaking, which does 5% damage and causes me to stare at the guitar for about three seconds.

Forward B: Computer chair charge. I pull a computer chair out of nowhere, hop on and charge forwards. Tapping the A button makes me spin, which causes extra damage. I'm not sure if this represents my extreme nerdiness or my tendency to just **** around most of the time.

Up B: Mouse. I spin a mouse by its cord, which will pull me to ledges, and pull any players who get caught by it towards me.

Final Smash: Hack. I pull out a computer, start typing out ****, and everybody is affected by random status effects. Dizziness, altered controls, sleep, etc.

My taunts are taking my glasses off and wiping them, flicking my hair and reading a book.

Of course, I could do what TewnLeenk did and make my moveset entirely Scottish. I'm hardly a representation of Scottish stereotypes, but hey, I could certainly make a far better moveset than the one i just wrote out.
Gotta say, I love the computer chair attack.

This would have been a hell of a lot more interesting if we had to come up with a move-set for the poster above your own post from some kind of description they gave, but I'll bite.
This is really interesting anyway.

In person, I tend to have several different personality 'modes'. I tend to be shy in certain places (namely School or other places where I'm surrounded by unplesant people), outgoing to the point where I disregard my own dignity (I tend to dance in the hallways of my school sometimes. No idea why.), focused and intelligent at other times...
But it's all hindered by my own (starting to get more mild) social anxiety.

A-A-A:
3 step dance move. Could be a random dance from either American or Japanese origin. Mostly Japanese. They're more fun with their dances.
Up-A:
I tend to do the head-snap, flip my hair backwards thing even though I don't have long enough hair to have a reason to do that anymore. That'll be my up tilt. Maybe my hair can slowly grow throughout the match to give that attack more range.
Side A:
Failed attempt at a high kick. I clutch the glasses on my shirt (I wear them hanging off of my collar when I'm not wearing them on my face. And I don't like wearing them on my face), and I kick, but it doesn't go all the way up. Powerful side-A with good knock back, but I trip if I miss.
Down A:
Low Punch. I can't think of anything with this one. To give it a Toaster spin though, It'll be accompanied by a "HYYYAAAAAAAAAAA" followed by sounds of coughing.

Grabs:
I take out my Dragon Tooth Ocarina and use it's chain to grab people from a distance. I'll pummel them with the narrow end of the ocarina and punch them in the direction of the input.

Neutral Special:
Stress Beam! I put my glasses on briefly and focus all my stress (built up during the match) to shoot it at my opponents.

Side Special:
Nintendo Throw! I like Nintendo much more than the others of the big 3. (Though Sony has made their way into my heart after what they did at E3). I throw artifacts from Nintendo games at people. Damage and knockback depend on what's thrown. A Triforce would come up with a chance of %0.0001 that would obliterate who gets hit with it.

Down Special:
Silence. A counter-attack move. I stare down the opponent waiting for an attack. When it happens, I dodge and violently slam their heads against the pavement, a la my angry side.

Up Special:
Hey Guys Watch This! I spring into the air and attempt to do a flip but fail at it, falling out of it in mid-air and causing damage on who I land on.

Final Smash:
It's Nerd Time! I slow time for everyone else by taking out a computer and purposefully downloading several large games at once.
Then in a teary-anger-fury I take out my ocarina and play a random song from a classic video game, sending notes out on the stage, knocking back everyone who doesn't move out of the way.

Alternate Final Smash:
Everything Luigi did in his.
Everything.

Alas, I missed the opportunity for brilliance. That said, there is nothing to stop such a thread from being made. Admittedly, having both this one and that one being potentially relevant at the same time would be kinda odd, so maybe such a thing shouldn't happen for a couple of months. I don't know; there is still plenty of time before the release for such a thread. Who knows, maybe comparing the moveset people give themselves with what others would give them, could be interesting.

Based on my Kingdom Hearts RP Character: Reynald

Neutral B: Shadow Slash - Slashes in front of him with the keyblade, inflicting damage. A second later, a dark cut mark appears in the place of the slash, dealing damage and knocking whoever is hit away.

Side B: Dark Fire - Shoots a dark fireball that explodes on contact.. Hold to charge up to Dark Fira or Dark Firaga. The more it is charged up, the more damage and knockback and the bigger the explosion.

Down B: Moon Pillar - Digs the keybade into the ground, creating 2 white pillars that give off darkness, one on each side. Those hit by the pillar itself are thrown up and dealt heavy damage. Those touched by the darkness that small damage and are inflicted a debuff that slows them down.

Up B: Dark Hand - Darkness shaped like a hand extends upwards. If it makes contact with someone or with a ledge, pulls towards it. If it grabs someone, that person suffers damage and is thrown forwards.

Grab: Dark Claw - Darkness shaped like a beastly claw extends forwards. Long recovery.

Final Smash: Moonlight's Call - Taps onto the little light remaining on Reynald's heart and mixes it with the darkness. Reynald becomes faster and his strikes have more knockback. Small moon-shaped items appear around the map that only Reynald can pick up. These heal him and give his keyblade a light aura, giving his next attack even more knockback and more damage. Reynald can pick up multiple moons to further boost up his next attack. Using Side B during the Final Smash instead makes Reynald dash forward, making those hit stop in time for a moment before being inflicted multiple cuts and being sent flying. Upon using Down-B or the Final Smash finishing, Reynald gathers the remaining moons to cast an aura of light around him that has heavy knockback. The more moons around the stage, the bigger the knockback.

I think when we're honest with ourselves most of us have a few different modes, and could easily come up with a seemingly contradictory description of ourselves. Also love the alternate final smash (and the regular one for that matter) as Luigi had by far the weirdest yet most interesting smash.

Luigi's final smash is about him being in the shadow of his brother all the time and expressing it through interpretive dance and ****ery.

That's like me, except I'm shadowed by my hard time being social, and I just like dancing regardless of how strange it is.

But the emo bubble man!! That is one of the creppiest things I have seen in any game ever! Even if it does just reverse the colors or some such jazz, it is still an emo bubble! The bubble, it wants your soul!!! and sentence fragments too apparently.

Your soul will be the first of which that I devour, young mortal.

Alright; Let's do this.

Down Special
I'm a transformation character after a fashion. Rather than being an almost-complete character, the change from Virtual mode to Reality mode occurs quite quickly, especially in comparison to characters like Zelda and Pokemon Trainer. Nothing changes between modes aside from specials, final smash, and visuals.

Specials
Reality
Neutral: Better Nerf - This chargable attack involves loading Nerf darts into a toy shotgun up to four. The shots move very quickly but don't cause much stun and have small hitboxes. A dart that hits the stage can be picked up to instantly load another shot. The shots can be angled straight, high, and low.
Side: Broadside - A chargable flying sidekick that knocks the opponent away. All of my basic moves can be canceled into this, making it something of a combo ender. It has limited application for recovery.
Up: Pogo Pogo - A shiny dark gray pogo stick appears from behind me and I use it to bounce upward...when standing on the stage, at least. In the air, I spring off it to net just just a little more height.

Final Smash: Blue Screen - A terrifying noise is heard as my computer crashes spectacularly. A wave of glitchy pixellation bursts from me and covers the screen. Other players are swaddled by erratic pixels, causing them to move and attack slowly and take a minor DoT for the duration. Better used on larger stages.

Virtual
Neutral: No fighting game has struck my heart quite like Marvel VS Capcom 3, and thusly I have access to a power of my favorite character: Dormammu. Chaotic Flame is a chargable fire blast that increases in damage and range the longer it is charged, though without charging it is still a viable close-range DoT.
Side: My time spent playing long hours of Halo 3 allow me to use the Brute Shot with deadly efficiency. I dash forward swinging the weapon overhead. Connecting the full slash brings the muzzle into firing position, and an explosive round is fired that knocks the opponent backwards.
Up: Shadowflight - Being a huge fan of the Darksiders series, I can use one of War's abilities. I sprout skeletal, shadowy wings and pump them once, flying straight upward a decent way. Anyone hit by the attack plummets downward. After reaching full height, if the button isn't released, I can glide painfully slowly for a short distance.

Final Smash: Red Ring - I scream in pent-up frustration and release a red, circular blast that has less range than Luigi's Final Smash but about as much power as Meta Knight's. Positioning is key to using this efficiently. Better used on smaller stages.

Gotta say, it seems there were two different interpretations of this thread. I like how you went with both. Further I can't believe no one else thought of pogo sticks or nerf guns. Good work. Smashing.

Mr. G

He'd look an awful lot like the guy in my avatar, but with two alternate versions. One with glasses, one with contacts. Glasses mode is my stay-at-home, technology mode and contacts is my social and/or athletic mode.

Standard attacks:
I'm severely double-jointed, so all of my standard attacks would be similar to the Wii Fit Trainer's. Whereas she goes from yoga pose to yoga pose, I end up in horribly contorted freakish attacks, giving me an unpredictable but short-ranged fighting style as I end up an abominable pretzel.

Down B: REFOCUS
- When using this move while wearing my glasses, I throw them off my face violently and they explode when hitting anything, then I quickly slap two contact lenses into my eyes, turning me into my Contacts mode.
- When using this while wearing contacts, I rip the contacts out of my eyes and throw one to each side where they explode, then I slap my glasses back on to shift into Glasses mode.

GLASSES MODE
Up B: LAPTOP-SLAYER
I sit down in a full lotus, pull out my laptop, and start floating around freely.
I start clickety-clacking away at my laptop. At first, I'm typing slowly but I build up speed and electricity starts arcing around me, hurting foes. If it's held down for too long, the laptop explodes, launching me and my enemies in the direction I'm moving (them more so than me). Letting go of the button early just makes me put away the laptop and freefall.
Great recovery, if you're willing to sacrifice some % in the explosion.

Side B: DUMB PHONE
I pull out my smart phone and start playing a random pointless game on it while blindly walking forward. Though it's a slow moving attack, I'm completely invulnerable while doing it and will lazily dodge oncoming projectiles.
In the air, instead of walking forward I just continue falling.
At the end of the walk, if nothing has been hit, I trip over a rock and fall on my face, making it a good but punishable special.

Neutral B: FOUR EYES
I readjust my glasses and squint through them, sending a beam attack forward. As the button is held, the laser beam can be angled up and down, but the longer the power is sustained, the more time is needed at the end to recover as I rub my eyes.

CONTACTS MODE
Up B: PARKOUR!
I yell "Parkour!" and start wall-jumping off of invisible walls, zig-zagging upwards. At each jump, a puff cloud is created that can launch foes away.

Side B: FREE RUNNER
I start running forward. If I hit a person or a barrel/crate, I vault over them, launching them back in the direction I came from. If I hit a wall, I jump up onto it and then jump off it with a kick and then continue running.
Can be interrupted by attacks, but otherwise just stops when the button is released.

Neutral B: IN DA CLUB
As the button is held down, I start shifting between different dance moves quickly. When the button is released, I stop in the current pose and perform a certain effect based on the specific move.
ie. Explosion, projectiles, freeze enemies near me etc.

Final Smash: MULTITASKING MASSACRE
My glasses break in half, leaving one half on my face and the other on the ground. I shrug, then slap in a contact lens. For the next 20 seconds, all of my specials have the properties of both the glasses and contacts attacks!
i.e. Side Special: DUMB PHONE+FREE RUNNER = PHONE SPRINT, where I sprint forward while looking at my phone, leaving me dangerously rushing towards enemies while invincible.
Neutral Special: LASER DANCE, each pose fires off a tiny laser in the direction that my eyes are facing, and the final pose shoots off a larger beam.
