Cape stall - What am I doing wrong?

I'm trying to get Meta Knight's new cape stall down, but I'm failing miserably. In Melee, I was pretty experienced with ATs - L-cancelling, Wavedashing, Wavelanding, SHL, Waveshine, pretty much everything but SHDL.

However, even when I try to do this tech in 1/4th speed, it simply doesn't work. I hold down, press B, then start mashing the C stick upwards as quickly as I possibly can, making sure to let it return to neutral each time. No effect.

Obviously, no matter how bad I am, people CANNOT do this more than 4 times as fast as me for 2 minutes straight. So - can you tell what is wrong from that description I gave? If not, what are some common problems?

Don't let it return to neutral....

Basically mash it up as fast as you can, I don't let it go neutral and I can go pretty long, I think thats all you're doing wrong

i can only do it in 1 or 2/3 speed but i think when i do it it does go to neutral and when i took a break and came back i did it the best one(still really lousy only back and forth on FD)

it has a certain timing.if you go too fast it wont work.

Do not train yourself to perfect this move in anything but normal speed. Slower gameplay speed in training mode, for some reason I'm not aware of, doesn't properly register the C Stick commands. If you go into 1/4 speed, you'll notice that trying to do a Smash with the C Stick when you want is rather difficult, and it will take repeated tries to do so. Manipulating MK while he's in his cape works the same way.

i just heard this from a different post but r u making sure ure holding the joystick down? i dunno if i heard correctly tho
