If you look closely, you can see spikes only near the top when the ball thing is falling.

If it's not Knuckle Joe, it's probably a Spiny (the little turtles from Mario with a red shell and yellow spikes).

In Mario Party 1-7, there's the Koopa Kid that shows up. Koopa Kid resembles Baby Bowser a bit except for the horns.

I think the red you see is Ike's cape. It kinda waves over the AT right away.
I don't think it's either Jr. or Knuckle Joe. The Dojo pictures show him doing rapid punches. Of course he could jump forward before doing that.
And RedMage8BT, could you find that video you were talking about? That would help a lot.
