The third gym should have their strongest in the 20 levels, i would recommend an bare minimum of 18 for everyone you plan on participating

Pretty much need to learn wing attack to start making use. I don't remember it for all generations but i think its around 17. Till then need to be babied

I'm playing FireRed so we're going by what it gets in Gen 3. Zubat doesn't get Wing Attack until Level 21... yeah. At least you're close to getting Bite.
