Fluttershy From what I know, there's a tier system like in smash bros, except it goes by Uber (super good), Over used/OU (central, good, and popular), Borderline/BL (decent, but not common), Underused/UU (has potential, but lacks popularity), Rarelyused/RU (cons outweigh pros), and Neverused/NU (awful choices overall).

EVs and IVs are very important to competitive battling apparently, and the right move set combo is critical of any match.

There's also a Little Cup league for pokemon that aren't fully evolved yet.

That's the extent of what I know.

you forgot the newer tier PU (partially Used) which is the bottom tier of Pokemon (Little cup is it's own tier in a sense)

Ivs (Individual values) are determined at birth or when find them in the wild and never change. They can range from 0-31 with 31 usually bring the best depending on what you want but 6 31 ivs aren't always necessary.
evs (effect Values) range from 0-255 for one stat to a maximum of 510 for all stats. And yeah the moves make the Pokemon

There's also nature's, abilities, Strategy and a little bit of luck lol. Competitive Pokemon can be predictable and at the same time challenging.
The nature's are not all equal. The most used nature's are Usually Adamant, Modest, Jolly, Timid, Calm, Bold, Relaxed, and Impish. None of these should weaken Defense or Special defense in my opinion but they are only used on Pokemon that use physical and special moves in the same move set. Brave and the other nature's that lowers the Pokemon's speed are typically used in Trick room teams.
abilities are what you want to enhance the Pokemon's capabilities some can heavily involve strategy with the Pokemon's move set (like serene grace Togekiss).

On showdown? You type a username search into the search bar to find a friend to battle with. Or, you look into the forums and find people wanting to battle.

I'm self taught lol Smogon is a good place to start but don't take everything to heart. There are more strategies that Smogon doesn't acknowledge that work well in an environment that you can easily create such as my Mr. Mime baton passer.

you can also pick a tier or format on the home tab and set a team to use then hit start battle to battle someone who is also looking to battle.. (you might need to pick a format for the team on the team creation tab
