His name was actually Freakshow, and I think the special you're referring to is Reality Trip though he made his debut in Control Freaks.

Yeah, I know he appeared earlier than that, the special was his attempt at revenge. I remember there was also some female ghost that was always by his side too (the other ghosts that were with him in his debut betrayed him, I think they were being mind-controlled if I recall right...)
