Perhaps not in the exact same manner, but the development of the characters and their relationships with one and other is a large factor in later episodes, and is generally the show's highest priority. The creator of the series himself said the characters come first.

My main problem with Gravity Falls is the new episodes don't have a release schedule, it's so scattered and inconsistent, but I guess that's not GF's fault but Disney XD's :T
