Black & White -> Color

Anyone know how turn textures that are black and white, have no palette, nor CLR files have color?
I tried importing with all formats and no luck.
But I know some do work, for example the Random icon on the CSS originally black and white, and I was able to replace it with a color "? Block" image using the format CMPR but that doesn't seem to work now.

Any ideas? thx.
