Mario seeks to simply link fast chains of moves into combos.
Mario is disadvantaged against floaty character who cannot be easily comboed, as well as those that outright outrange him.
+Down-B of limited use.
+Poor recovery.
+Mostly unremarkable!
+ Increase fireball duration.
+ Increase Up-B damage, distance.
+ Increase Down-B knockback.
+ Increase dair damage.
+ Slightly increase uair hitstun.
+ Slightly decrease F-Smash, D-Smash initial lag.
Mario is not a terribly exciting chracter, no way around it. He's the mandatory well-rounded character, and just needs to be a little better in each of those well-rounded categories to be viable. His combo game is already remarkable, so boosts to his projectile, recovery, and KO consistency stand to make him a solid character. Take out that mean ole' DDD infinite due to throw escapes and Mario is good to go.
