Automatically modifying common5.pac - Possible?

So I was creating some stuff for my own CSS and I wondered, is it possible to create a program to automatically merge two common5.pacs together or automatically replace an image with another inside the common5. If so, this could be used to give Brawl+, or BBrawl, more to its CSS than window changes. Currently I see that the Teams Switcher logos, READY TO FIGHT! text, Fighter Window/Portrait names, and some of the text within fight modes are changable, and also more that I can't remember. We can also change the outline of some of the areas around the CSS, such as the BACK icon and many of the Wifi icons and buttons. Export and backup the original .png to another folder, replace it, then create the common5.pac, just like automatically replacing textures and music, unless it's more complicated than that.

I could do it, but you see, I don't want to write all the code to switch texture formats/palletes and stuff.
So....talk to the smashbox guy.
