Are national tournaments open to anyone?

They are not open to people who don't have some form of currency and a computer with an Internet connection to register. Other than that, anyone is welcome to attend and compete. :)

Your 3 year old nephew and dog could compete if they found a way to pay and register like morino said.

I've literally never even heard of an invitational Smash tournament, even though that's common practice in many other competitive games. They're always open for anyone to enter.

you have to make atleast 5 people mad in the online smash community in order to enter

its easier than you think, you probably already have 2-3 mad.

There have been invite PM/sm4sh events in the past, but none I know of for 64.

Only one maybe would be how certain events in Japan are split prior to tournament into Class A and Class B (though this is much more common for melee) and I cannot currently think of an event for 64 that necessitated that.
