A question about dtilt and stalling

In tourneys, when you use dtilt consecutive times against your opponent in a wall (like in the wall on the flying ship in Rainbow Cruise or in Delfino when some mini-walls appear)... is that stalling? Is that banned, or limited? I'd like to know, also i'd like to know your general oppinion on this matter, how the rest of the people see it (a "cheap" technique or something like that)?

It stops at around 90% on most characters. How can that be even close to stalling? It's also not easy to set up against smart opponents.

Escalator answered this question spot on. It's not easy to setup therefore I can't see how it can be considered "cheap"
