3.01 Changelog
Fixed: :]
-Falco Kirby hat graphical effect and sound effect play on the proper frame
-Ice Climbers Kirby hat aerial mobility and momentum matched to ICs Neutral B and hammer hit has been added
-Ike Kirby hat armor matches Ike
-Jigglypuff Kirby hat keeps Kirby's jumps after being used
-Mr. Game and Watch Kirby hat doesn't fire bacon rapidly anymore, matches Game and Watch's Neutral B
-Pit Kirby hat arrow speed and control match Pit
-Samus Kirby hat stores charge properly when firing from the air to the ground and goes into the proper cancel animation with the proper cancel duration. Hitbox also matches Samus'
-Sheik Kirby hat glow displays properly, needle sound effect fixed, and cancel works with light press
-Wolf Kirby hat hitbox and duration match Wolf's lasers
-Zero Suit Samus hat blaster shot sound effect stays out for the proper duration. Animation fixed and the uncharged blaster works like Zero Suit Samus' uncharged blaster

Still Weird: :[
-Lucario Kirby hat properly stores the Aura Sphere charge when canceling it

-Already reported, but storing blueballs freezes Kirby until he is hit
-Meta Knight Kirby hat matches the duration of Meta Knight's Tornado
-Kirby can still mash to increase Tornado duration; has less vertical mobility than Meta Knight's
-Sonic Kirby hat bounces off of foes correctly
-Bounce isn't as floaty as Sonic's, and/or Kirby's recover time is too long. Either way, Kirby can't really follow up after HA; Blast Attack variation still missing
-Yoshi Kirby hat cannot grab from behind anymore
-He still can, at least with Yoshi. Camera wigs out more than Yoshi's when move is performed.

Other Inconsistencies:

-Wario Hat still has multiple mashable mandibles; can deal up to 40% when move isn't stale
-Bowser Hat breath when fully decayed is nearly twice the size of Bowser's when fully decayed; less angle-able
-Diddy Hat peanuts still have vBrawl trajectory; overcharge doesn't hurt Kirby
-Captain Falcon Hat still has same hitlag as previous P:M demos
-Fox Hat laser damage doesn't decay with distance
-Falco Hat laser damage doesn't decay with distance
-Zelda Hat can't be land canceled as early as Zelda's NL; Kirby doesn't have as much priority/invincibility
-Link Hat arrows have vBrawl charge time, vBrawl trajectory, vBrawl graphical effect
-Toon Link arrows have slightly longer charge time, vBrawl trajectory, have graphical appearance of normal arrows until they hit something
-Mewtwo Hat is Disable (intentional due to limitations)
-Squirtle Hat is vBrawl
-Ivysaur Hat assumes Sunny Day is in effect; one use; no Synthesis
-Charizard Hat breath is less angle-able; takes longer to decay
-Samus Hat has no air charge
-Lucas Hat is PK Freeze (intentional due to limitations)
-Ness Hat doesn't auto-detonate on ground, as the auto-detonate timer is really long for some reason (try using a fully charged PK Flash off the stage)
-Pit Hat doesn't use new Light element
-Marth Hat lacks charging sparkles and dust clouds by feet
-Roy Hat uses Cutter Blade (intentional due to limitations); takes longer to charge
-Olimar Hat is vBrawl, but that's probably too annoying to be fixed
-Snake Hat lacks bowling toss; has vBrawl throw inputs

Hats that have basically reached Gold Release as of 3.01:
-Mario, Luigi, Peach, Donkey Kong, Wolf, Ice Climbers, Sheik, Ganondorf, Pikachu, Jigglypuff, Zero Suit Samus, Dedede, Ike, ROB, G&W

I realize that Hats are nowhere near the PMBR's first priority, and they absolutely shouldn't be. However, if a few Kirby hats can be polished up in bugfixes in the same vein as 3.01, that would be super awesome

-Roy Hat takes less time to charge; uses Cutter Blade
These are both intended. It's currently impossible to add new articles to Kirby hats, so Shadow Ball and Roy's sword had to be replaced with Disable and the Final Cutter blade.

Remember the hats don't need to match 100%. also, these aren't really bugs. please post feedback on the hats in the kirby forum next time
