I do think a few veterans have room to grow, but it's a slippery slope and not every veteran needs to be reworked to the extent I see a lot of people call for. A lot of fan movesets I see go full-on reference overdose without much in the name of rhyme and reason, and while it definitely updates the moveset, I don't think it improves the moveset.

For example, despite him being the focus of a lot of revamps, I think Mario's fine. I'd probably replace his down air with a stomp and give him a space-closer to fully complete the shotoclone-like kit he seems to be designed with (preferably replacing F.L.U.D.D.), but that's about all I'd change move-wise. Oh, and I'd make him less grumpy, but that's straying away from a revamp in terms of functionality.

The only time where I would call for a complete overhaul is when the moveset of a character completely goes against what they are in their source material (Ganondorf, for example).

I agree with everything you said except the last paragraph - honestly, I think being too close to the source is more of a - scratch that, the only common - reason to give characters revamps.
