I meant to comment this on a deleted post about fanmade Sega Smash rosters prefering literal whos over major series, but that post was deleted while I was writing but it applies to this too in a way so...
"In all seriousness though, it's probably because Sega give out their retro games like candy on Halloween so, while not exactly in the public conversation, names like Ristar and Dynamite Headdy are household either way given how accessible they are and easy to pick-up-and-play they are when attained compared to a Phantasy Star or Streets of Rage game on the same disc."
