I found a fairly easy way of ledge guarding is jump off the stage, right above the ledge and use an up-special. The clown car will fall and explode on their head. Unless the opponent quick falls and recovers again.

I would say Mario is decently good. He is nowhere near top tho. maybe the top of the bottom tier
