I found Jiggs in SSE. Re play the level where Falco appears and you fight the giand dark Diddy. When you're doing the water cannons part, at halfway you'll see a new door. Enter, and you'll see a cutscene of Jiggs singing and rolling in Pokèmon Stadium 2. Beat her and she's unlocked. Also...
