Not sure which part you mean, but the special move has to be buffered before the needle cancel and after the needle, so within the 7 frame startup. The 1 frame window is on the eighth frame of the needle charge animation, same as grounded INC.

Yes, special landing lag can be punished with a footstool. Now that I think about it, if you're fast enough you can drag them down with upair, force them to go through RCO lag, and footstool easily. Yeah please don't randomly do this in neutral lol, unless you're very sure a falcon or something...
