This is unrelated to 20xx, but have you tried the slide technique? Basically you just slide your finger off x or y for a short hop, rather than pressing it down. Some people think it's inconsistent, but I've got it down pretty good.

If you're doing a running shine there is no frame difference, and given how much easier the inputs are, you really should not be doing a jump canceled shine in this situation. If you're doing a shine from a dash, you MUST jump cancel it, because you can't crouch cancel > move from a dash.

If they're in the air and you do it frame perfectly, is shine > bair a true combo on all characters?

Have you seen his shield? Even at full strength, like half his body is exposed to shield pokes.

This. Also, typically when learning smash bros, people figure out that it's usually a bad idea to challenge your opponent from above, so this isn't really an instinctual strategy.
