To me, It's evident that certain characters and franchises are prioritised over others. Not saying "only Sakurias games are being favoured" because I don't believe thats 100% true. If you force every character to fight 1v1, then more often than not Ganondorf will come out on top. Infact a level 7 Ganondorf beat a level 9 Mewtwo (who's terrible as a cpu, but still)
