That's because none of the top players play her. If people like Zero, Nairo, Aba etc. mained her she'd be considered the undisputed best character in the game. If Zero had mained her all this time she'd probably be put in a separate tier to the rest of the cast, her results would be that dominant.

Bayo was likely put in the game because she was the easiest/quickest of the popular ballot characters to make. The vast majority of her animations are pulled directly from her games. They just vaguely defined their criteria for inclusion as 'realisable' so they didn't have to go into specifics.
