That's what you would think, but Panel de Pon was rereleased as Tetris Attack (with Mario characters instead of Lip) everywhere else but Japan.

Also visually there's not that much difference between a group of Panel de Pon blocks and a Tetris Block. Somebody could easily mistake the two unless informed otherwise. If the guy knew that a character uses Panel de Pon blocks rather than Tetris blocks then he definitely would have mentioned Lip's possible inclusion in the leak seeing as that pretty much narrows down the possible characters to one.

I'd generally would be surprised if both Diddy & Dixie Kong and Palutena are revealed at the same time on today's Direct, but I doubt it.

The only one I vaguely remember is the one mentioning the year of the Yoshi and the reveal of a revamped Yoshi. But seeing the time length of the direct they would need alot of filler imo for it to be true.

I know I would have confused them, but you're right it's really irrelevant. However, the leaker says he got this info from a friend "who know a guy" so he didn't see for himself what the blocks looked like. In the actual post it's says that the newcomer uses Tetris blocks and other puzzle things as well. I could see them giving Lip some Tetris attacks in addition to her Panel de Pon related attacks in order to better represent the puzzle genre she hails from. Nintendo has made a ton of amazing puzzle games over the years, but we still don't have a character to represent the genre in smash. Maybe Lip fits the bill.

That was just the leaker's opinion. The only thing he knows is that this character uses Tetris blocks and other puzzle things. He doesn't claim to know the gender, but you're right I think he's hinting at Lip with that nickname
