...I'm sorry, who?
Parasol Waddle Dee is, quite simply, a Waddle Dee with a parasol.
Why him, and not Bandanna Dee?
For a couple of reasons.
1. Bandanna Dee is a spirit. While that doesn't outright de(e)-confirm him, it does severely hurt his chances (Don't worry, he can be an alt costume like Alph.).
2. I feel like a moveset focusing on the parasol would be a little bit more interesting than the spear.
3. Because I feel like it. I'm just making a stupid concept thing. His chances are pretty much zilch.
Moveset
Size: = to Kirby
Weight: = to MK
Jumps: 2 (3 counting parasol lift)
Jump Height: Moderately High (1st), Moderately Low (2nd), Extremely Low (Parasol opening)
Ground Speed: Slightly faster than Kirby
Air Speed: Faster than Dedede (Parasol closed); = to Jigglypuff (Parasol open)
Fall Speed: Slower than Fox (Parasol closed); Similar to Peach Up B (Parasol open)
Gimmick: By hitting the jump button again after a double jump, PWD opens his parasol and begins to float. Cancelled by performing an aerial, and PWD can only open his parasol once per double jump. To balance this, his recovery isn't very strong.

Entrance: PWD glides in on his parasol.
Idle 1: PWD throws his parasol up into the air and tries to catch it. He fumbles with it, but eventually gets a grip on it.
Idle 2: PWD closes his eyes and hums to himself.
Taunt 1: PWD takes a brief nap, his parasol providing shade.
Taunt 2: PWD twirls his parasol, imitating Peach.
Taunt 3: PWD hops around happily.
Victory 1: PWD is shown running away from a massive ball of his fellow Dees.
Victory 2: PWD strikes an intimidating pose (well, as intimidating as a Waddle Dee can be) though he starts dancing around happily after he thinks the camera has turned away from him (spoiler: it hasn't).
Victory 3: PWD digs in to a cookie, absorbing it (this is a reference to Kirby Right Back At Ya!, in which Dedede gives one of his minions a cookie, curious as to how they eat). Contented, he walks (or should I say waddles) offscreen.

Jab Combo: PWD swings his parasol horizontally, followed by a vertical swing (up-to-down), ending with a diagonal swing that opens the parasol (NW-to-SE). The final hit has surprisingly high shield damage (about 40% shield).
F-Tilt: PWD performs an extended parasol swing while opening it, shooting water droplets everywhere. Most damage and knockback dealt at the canopy, becoming a kill move. Droplets do fairly little damage, but give the move pretty good range.
D-Tilt: PWD does a short hop and twirls the parasol underneath him. This move hits multiple times, and allows PWD to move left or right while using it.
U-Tilt: PWD pulls out Bandanna Dee's spear and jabs upwards with it. Good vertical reach, but bad horizontal reach.
Dash: PWD performs the standard Parasol dash attack. Hits multiple times.
F-Smash: PWD pulls out a Beam wand and attacks with a beam whip. Good horizontal and vertical range, but weak launching power for a smash attack.

D-Smash: PWD twirls the parasol underneath him much faster this time, creating a whirlpool underneath him. The strongest smash attack. Unlike D-Tilt, he cannot move while using this attack.
U-Smash: PWD twirls a spear over his head, similarly to the Spear Copter attack.

Nair: PWD spins the parasol, covering his face (and most of his body). Similar to Kirby's Nair.
Fair: PWD does an aerial version of his F-Tilt.
Bair: Same as Fair, but backwards.
Uair: PWD twirls the parasol above him. This hits multiple times.
Dair: PWD dives at a diagonal angle, twirling the parasol underneath him. Hits multiple times, and the final hit spikes at the star on top of the canopy.

Grab: A simple grab with his little arm... things. He then twirls the enemy on his parasol.
Pummel: PWD tosses the enemy straight up and catches them on his parasol again.
F-Throw: Launches foe off of parasol straight foward.
B-Throw: Launches foe backwards off of parasol.
U-Throw: PWD's kill throw. Performs pummel animation, but instead of landing back on the parasol, they land on the star tip of the closed parasol, painful sound accompanying it. Ouch.
D-Throw: PWD performs his D-Tilt, with foe caught underneath.

N-Special: Parasol Block: PWD twirls his parasol in front of him. Deletes most projectiles, and damages foes who get too close. Only protects his front, and while he can move while using this attack, he cannot turn around.
S-Special: Shotzo: PWD places down a Shotzo, which shoots weak bullets in bursts of 3 at the nearest foe. Can be destroyed, after which it flies off similarly to Pac-Man's Hydrant. Damages foes underneath it if placed midair.
U-Special: Water Shot: PWD begins waving his parasol behind him and a large bubble of water forms in the parasol, which has been shaped into a cup. When fully charged, he releases the water ball, which is lobbed a fair distance wherever he aimed it and creating a very large splash where it lands, doing fair damage but low knockback. When used in the air, he shoots a much smaller water projectile which launches him in the opposite direction a decent distance (about = to Little Mac's Up-B) and does not put him into freefall.
D-Special: Chumbrella: PWD holds his parasol upwards, trying to open it. A heart shaped aura appears around it, and it eventually transforms into the absolutely massive Chumbrella, boosting the range of all of his attacks and slightly boosting the damage. However, he loses his glide during this state, instead getting a moderate third jump, and he generally moves and attacks slightly slower in this state. The transformation lasts for 10 seconds (though it can be cancelled by hitting Down B again) and goes on a cooldown equal to (20 seconds - total amount of time saved via cancel).

Final Smash: DEEluge: A massive ball of Waddle Dees comes barreling through the stage. It is unaffected by platforms. Anyone hit by the ball gets dragged along with it, taking significant damage and knockback. If they're above 100%, they get trapped in the ball and are instakilled when it goes offscreen and explodes.
