I discovered this in training mode at the airport and posted on reddit. With jiggly puff, wavedash (use grab instead of shield) into the other player, and if you time the rest right, it will hit them (it also depends on the character, I did some testing and palutena cannot be wavedash rested)
This does require some practice to get the timing down, so don’t expect to get it first try.
