I discovered that Yoshi will fall off the ledge instead of doing a ledge attack if he's above 100% and came to look for bug reports about it. Other people have mentioned that the ledges do strange things with some other characters.
Jash098 says Squirtle (can't roll up from the ledge below 100% or ledge attack above 100%)
DJLO and Xermo say Kirby just re-grabs the ledge on trying to roll up from the ledge
Khlx says if Bowser forward rolls to the ledge he falls off the stage
Kally Wally and drsusredfish say Lucas can't roll up from the ledge above 100%
I would try testing the ledge behavior of other characters on the stage but I don't have my wii with me for about a week.
