I'm curious if there's any determined timespan for WoI or is it completely random, or %-influenced?

There's a recharge timer after you use the Up-B. If you use the up-B multiple times in a row, you won't go as far. I don't the know the specific amount of time you have to wait for the up-B to have full height again, but it's only a few seconds.
