For the sake of this not getting repetitive, Little Mac, Mewtwo, Ridley, and King. K. Rool are not allowed for this game.

+ A villian
+ A major antagonist in almost every main mario game since Sunshine
+ Unique moveset potential with the paint brush
+ One of the few mario characters with a strong personality
- Toad might make it instead of him
- Often being grouped with the kooplings
- mario might not get a new rep
- might not be popular enough

Pros:
+ HUGE Moveset Potential
+ One of the last remaining modern Nintendo franchises not to have playable character representation
+ Exposure in Smash could increase popularity of the Chibi-Robo franchise
+ Namco Bandai originally held the rights to Chibi before handing it to Nintendo
+ 3 games with 4th on the way
+ Games were generally well reviewed
+ Likable character

Cons:
- Franchise hasn't sold well (Although Mother series has sold even less)
- Not popular enough, especially in America
- Too small (Olimar blows this out of the water)
- Other characters could be seen as more deserving of a spot
- Sakurai has said that he doesn't plan on introducing too many new characters

Professor Layton

Pros
+ New well received and welcomed series.
+ Large moveset potential. (It can either be based on the various puzzles he solves or the many inventions he made throughout the series.)
+ Series creator Akihiro Hino showed interest in having Layton in smash.
+ Main series has been very faithful to Nintendo consoles having only the spin offs released on the IOS.
+ Series is still active today so far. (At least until Azran Legacies and the Ace Attorney crossover comes along.)

Cons
- It's a third party series so he may lose priority over other potential third party newcomers. (If there are going to be any more after Megaman...)
- Sales have been going downhill lately. (Although that may be because the newer games have been developed on the 3DS which has a smaller user base compared to the DS)
- Sakurai may not consider him "special" enough as a third party candidate.
- Doesn't get as many requests.
- Series might end after Azran Legacies. (Although recently Akihiro Hino expressed desire in continuing the Layton series for one more trilogy so things might change...)

+ uniqueness as a fighter, using a staff and magical light attacks

- Has some competition with other KI characters
- could easily be made a Zelda semi-clone (anyone can be made a clone, though)

+He weilds the Hammer of Glory, no other character uses hammers could be really unique
+He's the Prince of the Land of Fife
+He's noble, true and has a hear of steel
+He's dashingly handsome to girls (probably?)
+His stage and theme music would be glorious
- He's never appeared in a Nintendo game or any video game at all as he's not actually a video game character in any way shape or form.
-Probably hard to implement him accurately without him being broken.

So forgot that at least two other character use hammers but their hammers aren't the Hammer of Glory so my point still stands.

-This version of link isn't that famous
-They may not make another sequel

+ Offers something different from the average sword-user. (Uses a katana and a bow)
+ First ever International Fire Emblem Lord
+ Was an Assist Trophy in Brawl, so has a chance of being promoted to playable.
+ Is decently popular (only below Roy and Chrom)

- Has fierce competition from Roy and Chrom
- Not "relevant" (Not sure if Awakening DLC counts)
- Might be seen as "another sword user"

+Very popular female lord
+Is a main character in the game that saved Fire Emblem
+Could use javelin/spears
+Could, if needed, be paired with Chrom to introduce there Pair Up mechanic found only in Awakening.

- Visually similar to Marth; so much, in fact, that she may just be a simple costume.
- Has fierce competition with Chrom, Roy, and *insert FE character here*
- Could easily be unacceptable due to Chrom's potential to be more distinct.

-No one plans to persecute harmless crackpots like Gaston
-Uses antlers in all of his decorating
-Especially good at expectorating
-Not a videogame character or popular figure outside of pop culture

PROS:
+Representative for Nintendo IPs from the west.
+Has a huge arsenal of moves to choose from.
+StarTropics I and II were at least mentioned in the Chronicles section of SSBB which means Nintendo does aknowledge them.
+Unlike Ness, Mike DOMINATES the Yoyo, since he was the first Nintendo character to ever wield a Yoyo. His moveset could be based around it and its upgrades, the Shooting Star and the Supernova.


CONS:
-Virtually unknown to Japan
-Very niche fanbase in the west.
-Not precisely iconic in his appearance. Looks like an average joe.
-Last thing remotely related to StarTropics on a Nintendo console was C-Island in PilotWings 64 (and that too has a niche fanbase), outside that, no cameos whatsoever.

+Has appeared in all three Golden Sun games, playable in two.
+Has one of the biggest moveset potentials I've ever seen. (Swords, maces, and axes can help vary his style; not to mention all the Djinn and Psynergy, and unleashes or summons could be Final Smashes.)
+Is fairly popular, from what I've seen here.
+Could boost popularity for the series
+Can have different (and unique!) styles of gameplay
+Easy enough to make a moveset
+Fits in well in the world of Smash (all that fighting)
+Developer is 2nd party
+Was acknowledged with his appearance in Brawl as an Asisst Trophy and with music
+Pretty popular in America
+Is a badass

Cons:

-Kind of a generic look (like Tidus, but at least Tidus has them crazy clothes.)
-Potentially "Just another swordfighter" to people
-Unsure future for franchise
-Personality (What? Does personality even count? I mean, personality isn't all that big the the Smash series...)
-Has quite some competition

+Is from a series not yet represented
+Only character to appear in all three games of the series
+Wicked potential for moveset a la G&W or Villager by deriving from the multiple minigames
+Series is massively popular in Japan, second game sold 2 million in Japan alone
+Sets himself apart from the characters with a monochrome look and Karate movements

Cons:
-Not a main character
-Rhythm Heaven sells averagely in America, and is practically unknown in Europe
-Rhythm Heaven warrants a stage more than a character
-If a Rhythm Heaven rep gets in, there are several other characters in the series that may get in instead
-Doesn't really have a following to speak of

Pros:
+ very prominent and popular Pokemon
+ continuously made relevant within the games
+ has been a starter in 4 different games. 3 being spinoffs and one being a main game (Pokemon Conquest, Pokemon Mystery Dungeon Red/Blue, Pokemon XD Gale of Darkness and in Pokemon Yellow your rival starts with him)
+ decent moveset potential (unless u wanna get super creative in which case AMAZING moveset potential)

cons:
- Quadraped
- another gen 1 pokemon
- debatably not the most interesting pokemon

Pros:
+Main villain for yoshi franchise (very important in the franchise)
+New game coming out which includes him as main villian
+Yoshi is very alone and underrepresented as a series

Cons:
-Sakuri seems to associate yoshi and mario as similar series (yoshi's island on the gamecube being mario world, fight yoshi's in the mushroom kingdom)
-slight competition with shy guy and baby bowser
-competition with mario newcomers.
-seen as a common enemy by uninformed fans

Pros:
-From an unrepresented series
-Extremely iconic
-Represents a big part of Nintendo's history
-Represents a genre of games that isn't represented
-A WTF character in the same vein as Game and Watch and R.O.B
-A quadruped

-Already have a WTF character
-Hated
-Not heavily requested

-Representative of a series that was very influential to the video game industry as a whole.
-Had two games on Nintendo handhelds and two games on Nintendo consoles, one being an N64 exclusive.
-Dude just fits in a fighting game.
-Plenty of weapons, some capable of forming a versatile moveset.

Cons:
-Nintendo isn't too fond of ultra-violence.
-The Doom series hasn't had a new release since 2004.
-Is not primarily a Nintendo character.
-Nintendo isn't fond of guns, which he mostly uses.

+ Female? (Most people seem to want more females in Smash's roster)
+ Interesting moveset potential. (Uses magic and a wand, flower/plant motifs)
+ Her series has been alluded to in the Smash series before. (Kirby's Down Special, her wand appears as an item, music, etc.)
+ Considered to be retro, and Sakurai has said to be looking more into retro franchises.

- Fairly unknown in the West.
- Is not requested a whole lot.
- Japan only.
- Other potential retro reps may be seen as more interesting/deserving.

-Even though he appeared is about every Kirby game he was just used as a common enemy
-Even though he had a major role in Return to Dreamland he was likely used for a filler character just for the 4 person multiplayer.

+ The last of the Mario "Big 8" left not already represented in Smash.
+ Very popular in Japan; voted 8th most popular video game character of all time. Quite popular in the west as well.
+ Appearing in more games with an active role of recent: NSMB series and Mario 3D World.
+ Recognised by even Non gamers.
+ Been requested since Smash 64.

Cons:
- Heavy competition from Bowser Jr, Waluigi and arguably Paper Mario(although it's technically a different series). Some also want Dr. Mario back and others Geno. Mario has a lot of wanted reps, and so the popularity for Smash is split.
- Not many people want to play him as he's 'not a fighter'.
- Currently deemed unlikely because of Peach's B move.
- Mario is not a series with a shortage of reps.
- Been requested since Smash 64 but STILL hasn't gotten in(outside of Peach's B move).

Variable:
Moveset may be based off of either spinoff things, or the left over power ups Mario and Luigi aren't using. Depending on your opinion this is either awesome or terrible.

Chibi Robo has already been tackled, so I'll go with Jill (Drill Dozer), whose a close second on my list.

PROS
+Main character to an unrepresented franchise.
+She's pretty unique. There aren't too many children riding around in drill mechs in Smash Bros.
+Her game is already full of potential moves and animations.
+She's part of the smaller demographic of females, differentiating her a little more. Also in the minor demographic of children.
+Appeared in Brawl as an Assist Trophy, which means that she's at least known by Sakurai. There are cons to this, though, which I'll detail later.
+Unique personality, more or less.

CONS
-Appeared in Brawl as an Assist Trophy, meaning that, in the SSB game where her chances were highest, she didn't appear as a playable character. She's only grown more obscure since then.
-She has only one game, which came out in 2006. Granted, it was a great game, but due to the huge popularity of the DS at the time, this GBA title was doomed to immediately move to the bargain bin. In a nutshell, her one and only game was an underestimated sleeper hit that may never get a sequel.

OVERALL
I am slightly optimistic to Jill's chances. I don't see why she wouldn't be in the game in any way, but she has a lesser chance of being a fully playable character.
