why wont my stat max out

okay so i have a jolteon that i have been ev training, and its speed stat wont max out.it has pokerus, i gave it a power anklet, it has a timid nature (up speed, down attack) iv- quick to flee and i used all the effort points for speed and special attack.its at lvl 100 and its speed is 387 when its supposed to be at 394.someone please tell me why my speed wont max out

alas, you forgot the iv factor.
look it up in serebii.

in a nutshell, it is basically a game mechanic that give the pokemon a 0-31 stat point boost.
in your case, the jolteon's iv must have been 24 point boost out of 31
