Olimar, kirby... And against small characters its definitely more needed than tall characters because you dont have to want to deal with a bug in close range. Meta is a different story because hes too fast.

You can hit kirby ducking wiht practice and the zair eats through the pikmin spam.

You can hit them with zair tippers, but outside of that, it's hard to hit the little people. It's possible, but harder. You can drag DK from one side of the stage to the other with just zair, but you can't do that to Pikachu who can crawl under your zairs.

When we say we "can't" hit short people, we mean, "We land 1 hit in every 100 zairs" on short people.

From a standing position, it takes longer to get the zair out and at the right position to hit a short character than it does to hit a large character. This gives them more time to shield/sidestep/roll/dash/whathaveyou.

It's more difficult, and hence less effective tactic, to hit smaller characters with the zair if your opponent knows what to do. Not necessarily impossible.

Gum, are referring to a backwards jump? When Samus does a backflip in her SH.

....or are you just referring to jump and then move backwards, like what you would do to hog the ledge in ssb64.
