Who's the strongest character in all of Smash?

If every character from every Smash were put into one game, who would come out on top? My brother says Meta Knight, but I think he's too slow. Melee Fox seems probable, but Smash 4 characters can't be ledge guarded. Also it'd be difficult to adjust. Not sure how powerful Pikachu from 64 is.

I mean relative to other characters in other Smash games. I think speed would be his weakness
