I think so, because the java script has redirects to prepareforthefuture.com which was a Fallout site. This tumblr page also illustrates my point http://12072299.tumblr.com. The domain was traced back to ZeniMax media who is the parent of Bethesda.

No, it's obviously a follow up to Marvel 2099 since Marvel realized that it will be awfully embarrassing for them when the year 2099 finally hits and there isn't fierce capitalistic oppression upon us and nobody uses the word "shock" as a curse word.
