(Before I made this thread, I skimmed through all of the other threads here to see if it had been asked before. I also looked at the credits of Fuuin no Tsurugi on youtube to check, but no particular creator was ascertainable, so you are my last hope, folks.)

Well that's definitely a question I haven't seen before. Fire Emblem was developed by Intelligent Systems, so probably a story writer or game designer within that company within that company. Who created him in Melee? That's another mess. He was probably envisioned by Sakurai, and created by some artists and modelers.
