This is something that interested me so I decided to test everyone. I did both fully charged and non-charged hammer hits because their hitboxes are a bit different. Obviously the necessary spacing will be different for every character. Try and aim to get the hammer to hit their heads or hands, whichever is higher up. All characters were tested on miiverse's omega version, hanging on the right ledge, but I don't think the stage really matters the vast majority of the time. A marking of (PRECISE) means that landing a hit requires a very specific placement, moreso than is likely to be practical.

As you can see, there are only 2 characters in the entire game that Dedede is incapable of hitting from the ledge with a fully charged hammer: and . However, this was done with a simple trial-and-error test, so there's a possibility that I simply wasn't able to find the exact spacing that would make hitting them possible. I know that the jet hammer is a very situational move and should only be used sparingly, but I feel that any move a character has at their disposal with major killing power should deserve a thorough study.
