Who are these characters?

I was watching a Twitch video live streamed the other day and during the video, the player went to the trophy mode and one of the trophies shows a boy wearing a hat with horns and a small red dinosaur with metal jaws for teeth. They look like Pokémon characters but I didn't know the characters are Nintendo related! I guess Nintendo was inspired by their own franchise to make up another game similar to the Pokémon concept except with dinosaurs. I don't know their names or what game this is but I saw the box cover somewhere so that is how I just recognize these interesting Nintendo characters!

I only need someone whoever watched the video from Twitch before or whoever owns a Japanese version to play with a Japanese 3DS.

But OP, there is a "Pokemon-like game" with dinosaurs called "Fossil Fighters"
