Which level 9 CPU is easier?

I haven't played Smash Wii U in a while, but on the 3DS, the lvl 9s in training mode seem to be a bit worse than the ones in "normal" mode. 9 (EX: training mode mario usually just spams fireballs until I start attacking him)

I dunno, man? I practice a lot with the bots, just to warm up or stuff like that, and they're all equally as garbage, to be honest.

From my experience with level 9 CPU's (not that much) I'd say that a level 9 King Dedede is fairly easy.

Somehow for me they seem to fight more competitively in Normal than Practice

That seems like a lot of extra programming to change the way of play in between modes that are supposed to be pretty similar
