The laptop I am using now can run melee but not faster melee does anyone have any suggestions for a laptop or pc under 200$?

Sorry, but don't expect to get anything remotely decent for that price. The laptop I'm using now was $300 and it does well to run any GC/Wii game at 20 FPS. Expect to pay at least $500 for a computer that will run the game, and probably more if you want it to run at full 60FPS.
Also, if you're looking for Melee, you're in the wrong place. This is the Smash 4 board.
