Where Roy and Ryu would stand?

If the whole Roy and Ryu rumor is true and all, where do you think they'd stand in the tier list as your prediction IF:

1. Roy kept his same moveset and slowness?
2. Ryu has his Street fighter II Moveset?

To me, It all depends because they'd both be pretty slow close ranged brawlers. Ryu has projectiles though which would have an advantage.

We tend to try to keep the speculation factors of Smash4 out of this section as it's prime focus is tournament play/the metagame. We have no true idea what's going to happen with all of that, if anything.
