Where is MH4U Weapons theme?

Where is the monster Hunter 4 Ultimate Weapons theme for the 3DS?

This should be a free forever theme but I can't find it. I even checked all themes, but all I saw were the other Monster Hunter themes.

I have that 3DS theme. I seem to recall that it said it was a limited time offer. At the time, I assumed that it would be free for a limited time, and then you'd have to buy it. Perhaps they meant that the theme itself would not be available forever... It's a 3rd party theme, so it's out of Nintendo's hands at this point...
