Mid. Probably around 25th-35th.
He's fast. Like...really, really fast. In every aspect of the word. He feels like the Smash 4 version of Melee Fox; nobody else gets the raw all-around speed he does. He has very powerful KO moves and very dangerous aerials (making his edgeguarding game deadly).
However, his mechanic of being strong at the hilt and weak at the tip is crippling, just like in Melee. His NAir would be hilariously safe if it had a strong hitbox at the tip or a consistent hitbox all around, but alas, it doesn't. Despite his speed, due to his lack of any verticality he can really struggle with zoners at times. His grab game is okay and can sometimes lead to some incredibly damaging combos/kills off of a read, but more often than not it just falls flat because the throws are just barely not good enough.
His strongest KO moves require a read to connect due to their poor range (on the strong hitboxes), and his recovery, while not complete garbage, is probably within the bottom 10 of the game.
Roy is a character who is raw aggression. He will either dominate, or fall flat, and there are quite a few other characters who can do what he does better.
