Mid. Probably around 25th-35th.
He's fast. Like...really, really fast. In every aspect of the word. He feels like the Smash 4 version of Melee Fox; nobody else gets the raw all-around speed he does. He has very powerful KO moves and very dangerous aerials (making his edgeguarding game deadly).
However, his mechanic of being strong at the hilt and weak at the tip is crippling, just like in Melee. His NAir would be hilariously safe if it had a strong hitbox at the tip or a consistent hitbox all around, but alas, it doesn't. Despite his speed, due to his lack of any verticality he can really struggle with zoners at times. His grab game is okay and can sometimes lead to some incredibly damaging combos/kills off of a read, but more often than not it just falls flat because the throws are just barely not good enough.
His strongest KO moves require a read to connect due to their poor range (on the strong hitboxes), and his recovery, while not complete garbage, is probably within the bottom 10 of the game.
Roy is a character who is raw aggression. He will either dominate, or fall flat, and there are quite a few other characters who can do what he does better.

I think that people don't really get what's so good about roy's recovery and that's that Blazer gives him incredible air speed. Roy has high speed and low acceleration, so if he gets gimped and he's without a jump it's usually optimal to UpB early and drift on stage.

Also I really love how blazer works like fire fox and fire bird but only for the upper 160 or so degrees

Yes, Roy's recovery is fast and the Up-B has a good hitbox, but you're still getting gimped if the edgeguarder has good timing and/or good disjoints. All it takes is one low angle attack for Roy to get destroyed offstage because, while his recovery is strong in that it's fast and harder to interrupt, it's not like ZSS's flip jump which leaves the character literally invincible. It can still be interrupted, and the problem with the recovery is just how little distance it covers.

I personally think he is still high-low tier of low-mid tier, a solid character, problem is, Marth and Lucina have been considerably buffed while Roy has either received microscopic buffs or has been forgotten all along, the guy is in need of buffs before people consider him bottom tier which he isn't.

Roy is i think a good Mid- High-Mid contender.

No way he's Bottom 10 or Low-tiers.

The only thing that don't help to back up my claim this are the result.

But when the only result who are important are on the USA and that no ''Top'' American smash 4 player play him well...

Unfortunately, probably where he is now on the current tier list if not lower. I don't see what makes him better than any of the characters above him honestly. He's got high speed and a decent combo game on fast fallers...that's about it. No reliable ways to land a kill, having a predictable approach, bad at edge-guarding, being combo/juggle food and having a bad recovery really hurts a guy.

At best Roy is at the bottom of mid-tier.

People still think Roy is high-tier? This meme really needs to die.
