It depends on what you mean by “strongest”. Are you talking about raw damage output per landed move, damage output from usage in a combo, base knockback, knockback growth/KO threat percentage, or overall usefulness?

In that case, the strongest move with no augmentations at all is Ridley's sweetspotted Skewer; if boosts are factored in, then the strongest move is one of Incineroar's with a maxed-out Revenge boost (I'm not sure whether the strongest move is specifically (perfectly-timed) Alolan Whip or one of Incineroar's (fully-charged) smash attacks).

Strong Alolan Whip with Revenge stacked 5x. If you somehow pull that off, they take 73% or so. Or just instant death if you're a featherweight or something. Have fun trying that on a live opponent, though.
