What's the deal with sizes?

All characters are to be used to their potential in competition, anything less is having scrubby rules - unless the rules fix a broken part of the otherwise competitive game.
TO's that place restrictions on Mii fighters have better have a very solid argument to back up the rule unless they are just having a "for fun" tournament with all manner of non-competitive rules and they can expect the kind of turnout that event has to offer.
